1. (a) Operated by the person or entity to whom the permit is issued, and
2. (b) There is reasonable cause to believe that an emergency exists or to apprehend a suspected violator of the law, and
3. (c) The vehicle is equipped and maintained as required by the Vehicle Code and regulations adopted herein.

Permitted authorized emergency vehicles shall not be operated displaying the red warning lamp and/or sounding a siren (“Code 3 operation”) unless:
