1. (a) Proposed Projects will be screened by the Department prior to panel review and Application scoring. An administrative review, consisting of departmental staff, will determine if the Application is complete and meets the following requirements for the Application to advance to the panel review:

   1. (1) Application was received by the published deadline;
   2. (2) Applicant is an eligible organization pursuant to these regulations;
   3. (3) All Application elements are completed within the GMS;
   4. (4) Applicant represents an eligible Project type pursuant Section 34019(f)(3)(B) Revenue and Taxation Code.
2. (b) Applications that do not meet all the requirements listed above will be rejected. Applicants shall be notified of disqualification, denial, or other decision electronically by the Department.
