1. (a) Operate inspection and maintenance stations to certify their vehicles comply with applicable provisions of:

   3. (3) Parts 393 and 396 of Title 49, Code of Federal Regulations if the vehicles are engaged in interstate commerce.
2. (b) Display Inspection and Maintenance Station stickers on their vehicles as evidence of certification.
