1. (a) In addition to the conditions specified in Sections 11405 and 11408 of the Vehicle Code, the department may suspend, revoke, or refuse to issue a license to act as a registration service for any of the following reasons:

   1. (1) The registration service wrote a check to the department that was thereafter dishonored when presented for payment.
   2. (2) The registration service violated any of the provisions contained in this Article.
2. (b) A registration service license may be canceled by the department when the license was issued through error.
