Cal. Code Regs. tit. 13, § 182.04 – Surrender of Disabled Person License Plates and/or Permanent Disabled Person Placards upon Death.

(a) The disabled person license plates and/or placard shall be surrendered to the department within sixty (60) days of the death of the disabled person or upon the expiration of the vehicle registration, whichever occurs first.
1. (1) The disabled person license plates shall not be transferred to any other person, including the co-owner of the vehicle.
