1. (a) Every employer shall establish a driver training program for its commercial drivers.

2. (b) Prior to testing employees for certification purposes under the Employer Testing Program, the employer must provide the employee commercial driver training that includes the following critical elements:

   1. (1) Conducting a vehicle pre-trip safety inspection.
   2. (2) Placing the vehicle or a combination of vehicles in operation.
   3. (3) Using vehicle controls and emergency equipment.
   4. (4) Operating the vehicle in traffic on public roads, and while passing other vehicles.
   5. (5) Turning the vehicle.
   6. (6) Braking and slowing the vehicle by means other than braking.
   7. (7) Backing and parking the vehicle.
