Definitions for Levels of Care.

- (a) “Domiciliary Care” is independent living for members who require no daily support. Domiciliary residents receive housing, meals, activities, and minimal supervision in a safe and stable environment. The term “Domiciliary Care” has the same meaning as provided by 38 CFR Section 51.2.
- (b) “Residential Care Facility for the Elderly” is assisted living for members who require non-clinical assistance and supervision with activities of daily living such as grooming and taking medication. “Residential Care Facility for the Elderly” has the same meaning as provided in Health and Safety Code section 1569.2.
- (c) “Intermediate Care Facility” is assisted living for members with intermittent needs for nursing services. “Intermediate Care Facility” has the same meaning as provided by Health and Safety Code 1250, and falls within the definition of “Nursing Home Care” in U.S. Code Title 38, Section 101.
- (d) “Skilled Nursing Facility” is care for members who have healthcare needs requiring skilled nursing care on a continuous basis. Memory care, specialized care in supporting dementia, memory loss, and other cognitive impairments, and/or other permitted special programs may be available as permitted by the licensing agencies. “Skilled Nursing Facility” has the same meaning as provided in Health and Safety Code 1250, and falls within the definition of “Nursing Home Care” in U.S. Code Title 38, Section 101.
“Levels of Care” means the levels of services provided by the Veteran Homes in accordance with Federal and state laws and regulations. Each California Veterans Home provides one or more of the following levels of care:
