Cal. Code Regs. tit. 12, § 344.2
At the time of the issuance of a notice of intent to cancel a contract, CalVet may order from a title insurance company a litigation guarantee or similar title report showing the status of record title to the property which is the subject of the contract in default. If CalVet decides to cancel the contract, CalVet shall then give notice in writing to all junior lienholders shown in the report that it intends to cancel the contract and that they shall have 30 days in which to begin foreclosure or other action necessary to protect their junior lien or security interest in the property. The notice shall be given by certified or registered mail, return-receipt requested, or by first-class mail, or by personal service, as deemed appropriate by CalVet, to or at the addresses shown in the report, and shall be effective upon mailing, or upon actual service if given by personal service.
