1. (a) “Home Loan Division” means the organizational unit within the Department Of Veterans Affairs that administers the Veterans Farm and Home Purchase Acts of 1943 and 1974.

2. (b) “Division Of Veterans Services” means the unit within the Department Of Veterans Affairs that administers:

   1. (1) the Veterans' Claims and Rights Program as described in Section 699.5 of the Military and Veterans Code.
   2. (2) the Veterans' Dependents' Educational Assistance Program as described in Sections 890 -- 899 and Sections 981 -- 981.7 of the Military and Veterans Code;
   3. (3) the County Veterans Service Officer Program as described in Sections 970 -- 975.5 of the Military and Veterans Code.
3. (c) “CalVet” is an abbreviation for the California Department of Veterans Affairs.
4. (d) “CalVet Loan Contract” means the contract as described in Section 987.69 of the Military and Veterans Code.
5. (e) “CalVet Loan” means a loan made by the Home Loan Division for the purchase of a farm or a home by a veteran under the provisions of the Veterans Farm and Home Purchase Acts Of 1943 and 1974.
6. (f) “Contract Holder” means the purchaser as defined in Sections 985(c) and 987.53(c) of the Military and Veterans Code.
7. (g) “Assignment” means a change in the manner in which title is held on a property under a CalVet Loan.
8. (h) “Registered Domestic Partner” means a person defined under Family Code, section 297.5(a) and meets the requirements of MVC Code 987.56(b)(2).
9. (i) “Applicant” means the veteran and/or the veteran's spouse or Registered Domestic Partner who submitted an application for a CalVet Loan.
10. (j) “Veterans Home of California” or “Veterans Home” means the California Veterans Home at Yountville, the California Veterans Home at Barstow and any California Veterans Home which may be constructed at any other location in the future.
