1. (a) A consumer may request a review of their residency classification by submitting the following through the DROP within 10 calendar days of the classification:

   1. (1) An explanation of how they are a resident of California as defined in the California Code of Regulations, title 18, section 17014, as that section read on September 1, 2017; and
   2. (2) An email address or phone number by which the Agency can contact the consumer regarding the review request.
2. (b) On a case-by-case basis, the Agency may request substantiating documentation that demonstrates the consumer is a California resident.
3. (c) If the information provided by the consumer demonstrates they meet the definition of “resident” pursuant to the California Code of Regulations, title 18, section 17014, as that section read on September 1, 2017, the Agency will notify the consumer in writing at the email address or phone number provided by the consumer that the Agency has verified the consumer's residency.
