1. (a) Documentation required to determine bona fide necessity for use of personal assault weapons by military personnel in sanctioned activities includes the following:

   1. (1) A current copy of the applicant's official identification card.
   2. (2) The applicant must provide a letter, signed by the applicant's Base Commander, stating that such a need exists.
