(a) To apply for licensure by the Department to engage in the business of producing Microstamping components pursuant to Penal Code section 27532, subdivision (c), Microstamping Producers must:
- (1) Submit a $139 license application fee to the Department; and
- (2) Submit three Semiautomatic pistols as set forth in Section 4601, subdivision (a), for testing to a DOJ-Certified Laboratory, as that term is defined in Section 4049, subdivision (i).
- (b) The DOJ-Certified Laboratory shall test the Semiautomatic pistols according to the performance standards outlined in Section 4601. After the testing is complete, the DOJ-Certified Laboratory shall submit the Microstamping Performance Report, Form BOF 130 (Orig. 01/2026), hereby incorporated by reference, to the Department.
- (c) The DOJ-Certified Laboratory must take and retain digital photographs sufficient to adequately document the markings made on the first five and last five cartridge casings for each of the three Semiautomatic pistols on which the Microstamping component was installed and submit the photographs to the Department with the Microstamping Performance Report, Form BOF 130.
- (d) The Department shall review the Microstamping Performance Report and photographs and issue a license if it determines the Microstamping Producer meets the performance standards outlined in Section 4601.
