1. (a) A provisional license is held subject to the same conditions, restrictions, and limitations on the authorization granted by the predecessor annual or conditional registration.
2. (b) A provisional license is held subject to all terms and conditions under which a state gambling license is held pursuant to the Act.
3. (c) A provisional license creates no vested right to the issuance of a state gambling license.
