1. (a) The purpose of these guidelines is:

   1. (1) to insure that investigations of suspected child abuse occurring in out-of-home care facilities are carried out in a timely, complete, and coordinated manner among the responsible agencies;
   2. (2) to require that the appropriate agency conducts the investigation in accordance with the guidelines;
   3. (3) to insure that all appropriate authorities are informed so that timely and appropriate measures will be taken to guard against future abuse in out-of-home care facilities;
   4. (4) to insure that the investigation is sensitive to the child victim(s); and
   5. (5) to properly document reasons for any disposition made.
2. (b) The intent of these guidelines is to foster a high level of cooperation, communication, and mutual respect among all agencies involved in the investigation and administration of cases of abuse in out-of-home care facilities.
