Cal. Code Regs. tit. 11, § 930.70
(a) The Department of Justice, Division of Law Enforcement, shall monitor investigations of incidents of suspected child abuse in out-of-home care facilities reported under section 11169 of the Penal Code to ensure that each incident is being investigated and that reasonable progress is made in the investigation. The Division shall maintain records which shall include the case file name or report number of each such incident, the county and agency conducting the investigation, the date of the incident and the date it was reported to the investigative agency, information concerning any action taken upon completion of the investigation or final disposition of the matter, and the notification submitted under section 930.41.
(b) The Office of the Attorney General shall be notified by the Division of Law Enforcement of any incidents of suspected child abuse in out-of-home care facilities reported under section 11169 of the Penal Code:
To ensure that every investigation of alleged child abuse in out-of-home care facilities is conducted in accordance with the Guidelines set forth in this article, the Department of Justice shall implement the following procedures:
