1. (a) The County Recorder shall ensure that all endpoints are secure. As such, workstations used to submit, retrieve, or, when applicable, return ERDS payloads are protected from unauthorized use and access. As a minimum, workstations shall meet all of the following requirements:

   1. (1) Anti-malware software configured to start on system boot-up.
   2. (2) A Licensed and Supported Operating System and application software with the most up-to-date patches and hot-fixes.
   3. (3) Host-based firewall configured to restrict inbound and outbound connections.
2. (b) Installed applications shall be limited to the purpose of performing the necessary operational needs of the recording process as defined by the County Recorder.
3. (c) The County Recorder shall include subdivisions (a) and (b) as mandatory requirements in all contracts with Authorized Submitters. An Authorized Submitter must ensure that an Agent, if any, complies with the provisions of this chapter. The contents of these contract provisions are subject to audit and local inspection.
