1. (a) The application shall discuss the extent to which small businesses if any, are expected to be involved in the project.

2. (b) The application shall include information regarding the potential involvement, if any, of small businesses either:

   1. (1) as private sector participants;
   2. (2) as subcontractors; or
   3. (3) in any other capacity
3. (c) Projects indicating the involvement of small businesses shall be deemed more likely to further the program goal in subsection (a) above, in connection with the agency staff review pursuant to Section 5425(d)(1) and (2).
