1. (a) It has been assigned an Identification Number.
2. (b) It is an existing, viable, creditworthy business, as determined by a Corporation or the Agency.
3. (c) The funding request is for Waste Reduction, as approved by DTSC.
4. (d) The Agency determines that an adequate source of repayment and collateral exists to secure the Waste Reduction Loan.
5. (e) It qualifies as a small business pursuant to Section 14010(g) of the Code.

Subject to all other provisions of the Act and these regulations, a Waste Reduction Applicant shall be eligible for a Waste Reduction Loan when all the following conditions are met:
