1. (a) Parties may stipulate to the resolution of an issue of fact or the applicability of a provision of law material to a proceeding or may agree to settlement on a mutually acceptable outcome to a proceeding, with or without resolving material issues.
2. (b) If the parties agree to settlement on a mutually acceptable outcome to a proceeding, with or without resolving material issues, they shall obtain an order approving their settlement from the Commissioner. Immediately following the Commissioner's approval of a settlement, the parties shall file a signed request to withdraw their request for hearing with the Administrative Hearing Bureau.
