1. (a) Clarify or interpret existing California law with respect to the definitions of loan, sale, and lease, as those terms may apply to the commercial financing transactions regulated by this subchapter.
2. (b) Affect the Department of Financial Protection and Innovation's authority to regulate any person or transaction under other laws under its jurisdiction, except to the extent permitted by section 22805 of the code.
