1. (a) All advertising (written, printed, radio, television, or of any other nature) of a prorater shall be submitted in duplicate to the Commissioner for examination. Advertising shall not be used by a prorater until the Commissioner has notified the licensee in writing that the use of said advertising is not disapproved.
2. (b) A prorater shall not use any advertising copy after the use thereof has been disapproved by the Commissioner and the company notified in writing of such disapproval.
