(a) An application for merger may seek approval of the following:
1. (1) Acquisition of any office of a constituent association as a branch office of the surviving association;
2. (2) Issuance and sale of guarantee stock;
3. (3) Change in designation of an office;
4. (4) Approval of amendments to articles of incorporation.
