1. (a) At any time within ten business days after the day on which the application was received at an office of the Commissioner, the Commissioner may reject the application for filing.
2. (b) At any time, the Commissioner may, by notice served on the applicant, request that the applicant correct the deficiencies in the application and fix the time within which the applicant shall correct the deficiencies in the application. If the applicant fails to correct the deficiencies in the application within such time, the Commissioner may order the application to be abandoned.

Whenever an application, when received at an office of the Commissioner, is deficient in that it fails to comply in any respect with the requirements prescribed by the Commissioner, this Chapter, or any law administered by the Commissioner:
