1. (a) Whenever the Commissioner or this Chapter requires that a document be served on a person, such document may be served either by delivering it to such person or by depositing it in the United States mail, addressed to the person, with registered, certified, or first-class postage charges prepaid.
2. (b) Whenever a person is represented by a second person in any proceeding before the Commissioner, service on such second person shall be deemed to be service on such first person.
