1. (a) This Subchapter contains general provisions relating to this Chapter. This Article contains regulations relating to the citation, construction, and waiver of provisions of this Chapter. Article 2 (commencing with Section 1.1000) of this Subchapter contains definitions for this Chapter.
2. (b) This Subchapter shall be deemed to be issued under all laws administered by the Commissioner as in effect on, or at any time after, the effective date of this Subchapter.
