1. (a) A written Decision on the Merits shall be filed with the Office of Administrative Hearings and shall contain a summary of the evidence, reasons underlying the decision and, unless the Parties otherwise agree, findings of fact and conclusions of law. A copy of the decision shall be served by the Office of Administrative Hearings on each of the Parties.
2. (b) Objections to findings and conclusions may be filed by any Party within 15 days of receipt of the written decision. Any response to objections shall be filed within 15 days of receipt of the objections to findings and conclusions. The Arbitrator shall consider the objections and may notice a hearing thereon.
