1. (a) Changes to regulations in accordance with Government Code Section 11346.8(c) shall be made using a uniform method and shall illustrate accurately all changes to the original text.

2. (b) Methods for illustrating such changes may include but are not limited to the following:

   1. (1) annotations which specify the added or deleted language; or
   2. (2) footnotes which specify the added or deleted language; or
   3. (3) double strikeout and double underline; or
   4. (4) for changes to newly proposed text, strikeout and double underline or strikeout and italics.
3. (c) A written description of the method used shall appear as the first page of the changed text.
