In this article, unless the context otherwise requires:

1. 1. "Adoption assistance" means payments, medical assistance or benefits provided by an adoption assistance state pursuant to applicable federal and state laws.
2. 2. "Adoption assistance state" means a state that is a signatory to an interstate adoption assistance compact.
3. 3. "State" means a state, district, commonwealth or territory of the United States.
