A. The district shall mail to the owners of all real property within the area to be assessed a notice that contains the following:

1. 1. A notice of the passage of the resolution of intention with the date of the resolution of intention.
2. 2. A description of the work to be performed and the property to be assessed.
3. 3. The total amount of the engineer's estimate of costs and expenses of the work.
4. 4. A description of the board's intention to levy assessments and issue bonds, as applicable.
