In this chapter, unless the context otherwise requires:

1. 1. "Board" means the elected board of directors of the upper San Pedro water district formed pursuant to this chapter.
2. 2. "County" means the county in which the district is located.
3. 3. "Department" means the department of water resources.
4. 4. "Director" means the director of water resources.
5. 5. "District" means the upper San Pedro water district formed pursuant to this chapter.

6. 6. "Municipal water delivery system" means an entity that distributes or sells potable water primarily through a pipeline delivery system that is owned by either:

   1. (a) A city or town incorporated or chartered under the constitution and laws of this state.
   2. (b) A private entity that is regulated as a public service corporation by the corporation commission under a certificate of public convenience and necessity.
   3. (c) A special taxing district established under chapter 4 or 6 of this title.
   4. (d) An entity that is regulated as a water supply system by the department of environmental quality.
