In this chapter, unless the context otherwise requires:

1. 1. "Agricultural land" means property that has a current agricultural use designation from the county assessor.
2. 2. "Board" means a county board of supervisors.
3. 3. "Director" means one or all of the board of directors of a pest abatement district established pursuant to this chapter.
4. 4. "District" means a pest abatement district established pursuant to this chapter and includes the governing body of the district and all its authorized personnel.
5. 5. "Landowner" means a person who owns land within the boundaries of a proposed or existing district.
6. 6. "Pest" means any arthropods, rats and mice that the district determines to be a public nuisance to persons or property. Pest does not include arthropods which primarily attack agricultural crops.
