Ariz. Rev. Stat. § 48-2029
A. A sanitary district organized under this article, the territory of which is wholly or partially included within the corporate limits of a city or town, may be dissolved in the following manner provided the dissolution is approved by a resolution or ordinance passed by the board of directors of the sanitary district and by the governing body of the city or town:

A sanitary district organized under this article which has territory partially within the corporate limits of two or more cities or towns and the unincorporated area of a county may be dissolved pursuant to this subsection provided the dissolution is approved by a resolution or ordinance passed by the board of directors of the sanitary district and by the governing body of each city or town.
