In this article, unless the context otherwise requires:

1. 1. "Flood warning system" means a project or series of projects to detect floods and develop flood preparedness plans and may include the system known as the automatic local evaluation in real time system.
2. 2. "Local entity" means a city, town, county, political subdivision or drainage and flood control district organized under title 48, chapter 18 or 21 or any other special taxing district organized under title 48.
