Ariz. Rev. Stat. § 41-563
A. For political subdivisions the commission shall:

The board of supervisors of each new county upon the affirmative vote of two-thirds of the members of the board of supervisors, on or before February 1 following the county's establishment, shall adopt one of the expenditure limitations determined:
