The rules adopted by the director pursuant to section 41-2611 shall address at least the following subjects:
- 1. Protested solicitations and awards.
- 2. Vendor performance and evaluation of past performance.
- 3. Suspension or debarment of contractors.
- 4. Breach of contract controversies and contract claims.
