The board shall establish the fees provided for in this article in amounts not to exceed the following:

1. 1. Application and examination fee, one hundred fifty dollars.
2. 2. Issuance of a certificate fee, twenty-five dollars in even-numbered years and fifty dollars in odd-numbered years.
3. 3. Renewal fee, one hundred dollars.
4. 4. Delinquency fee, twenty-five dollars.
5. 5. Duplicate certificate fee, twenty dollars.
