The director may establish by rule and the assistant director shall collect in advance the following nonrefundable fees:

1. 1. For an initial laboratory certificate, not more than nine hundred dollars.
2. 2. For a renewal of a laboratory certificate, not more than nine hundred dollars.
3. 3. For a duplicate of a certificate, two dollars.
