The powers, rights and authority granted by this article to a city, town or county may be exercised by either:

1. 1. Two or more cities, towns or counties.
2. 2. A joint powers airport authority formed pursuant to article 8 of this chapter, if in connection with the closing of a military facility.
3. 3. This state and a city, town or county acting jointly, either within or outside the territorial limits of the city, town or county.
4. 4. Either within or outside this state, by this state or by this state and a city, town or county of this state, acting jointly with another state or with another state and a city, town or county in such state if the laws of the other state permit the joint action.
