In this article, unless the context otherwise requires:

1. 1. "Agency":

   1. (a) Means a department, board, office, authority, commission or other governmental budget unit of this state, including a governmental budget unit of this state that is under direct administrative control of an elected official.
   2. (b) Does not include the legislative or judicial branches of state government.

2. 2. "Fleet operation services" means any of the following that the department provides to an agency:

   1. (a) Motor vehicles that are owned, leased or rented by this state and that the department provides for transporting state officers and employees.
   2. (b) Fuel services for motor vehicles that are owned, leased or rented by this state.
   3. (c) Maintenance services for motor vehicles that are owned, leased or rented by this state.
   4. (d) Administrative services related to fleet management.
3. 3. "New motor vehicle" means an original equipment manufactured vehicle, a converted original equipment manufactured vehicle or an original equipment manufactured vehicle that will be converted.
