The director shall adopt rules pursuant to title 41, chapter 6 as the director deems necessary for:

1. 1. Collection of taxes and license fees.
2. 2. Public safety and convenience.
3. 3. Enforcement of the provisions of the laws the director administers or enforces.
4. 4. The use of state highways and routes to prevent the abuse and unauthorized use of state highways and routes.
