The board may prescribe rules for the effective administration of its powers, duties and responsibilities, including rules relating to:

2. 2. Establishing, altering or vacating highways.
3. 3. Construction contracts.
4. 4. Revenue bonds.
5. 5. Local government airport grants.
6. 6. Prohibiting bid rigging.
