1. 1. An inmate of a public institution and federal financial participation (FFP) is not available, or
2. 2. Age 22 through age 64 and is residing in an ICF/IID except when allowed under the Administration’s Section 1115 Demonstration Project or allowed under a managed care contract approved by CMS.
