1. A. An applicant, certificate holder, or provider shall allow immediate access to all areas of the premises that may affect the health, safety, or welfare of an enrolled child or to which an enrolled child may have access during hours of operation to representatives from:

   1. 1. The Department,
   2. 2. The local health department,
   3. 3. Arizona Department of Child Safety, or
   4. 4. The local fire department or State Fire Marshal.
2. B. A certificate holder or provider shall permit the Department to interview each staff member or enrolled child outside of the presence of others as part of an investigation.
