1. A. The Department shall determine eligibility for a specific benefit month based on its best estimate of all non-financial, resource, and financial criteria that exist, and are expected to exist, for that month.

2. B. An assistance unit is eligible for CA when the Department finds that the unit:

   1. 1. Satisfies the nonfinancial eligibility criteria described in this Chapter,
   2. 2. Does not exceed the resource limits described in Article 4, and
   3. 3. Resides in a needy family.
