1. A. An intentional program violation (IPV) is an action by an individual, for the purpose of establishing or maintaining the family’s eligibility for CA or for increasing or preventing a reduction in the amount of the grant, which is intentionally:

   1. 1. A false or misleading statement or misrepresentation, concealment, or withholding of facts; or
   2. 2. Any act intended to mislead, misrepresent, conceal, or withhold facts or propound a falsity.

2. B. For the purpose of imposing sanctions as prescribed in R6-12-1204, a person is considered to have committed an IPV if:

   1. 1. The person signs a waiver of an administrative disqualification hearing,
   2. 2. The person is found to have committed an IPV by an administrative disqualification hearing, or
   3. 3. The person is convicted of IPV or fraud in a court of law.
