1. 1. The sole issue in each case is interpretation of the same question of federal or state law or policy,
2. 2. Each appellant may present or have an authorized representative present his or her own case,
3. 3. Any appellant may withdraw from the group hearing and obtain an individual hearing.

The Department may conduct a single group hearing on individual requests for a hearing, under the following circumstances:
