1. 1. “Displacement” means assignment of a participant to a position that:

   1. a. Results in the termination or reassignment of a regular employee;
   2. b. Results in the reduction of non-overtime work, wages, or benefits for a regular employee;
   3. c. Fills the position of a regular employee on layoff status; or
   4. d. Creates a new position for the participant that has substantially the same job functions as the position held by a regular employee who is on layoff or subsequently terminated;
2. 2. “Regular employee” means an unsubsidized individual currently employed by an employer.

In addition to the definitions in R6-10-101, the following definitions apply to Article 3, unless the context otherwise requires:
