- 1. The request is untimely;
- 2. The request does not meet the requirements in R6-6-1806(A);
- 3. The request is not based on an Action; or
- 4. The Action is based solely on a change in federal or state law, rule, or regulation adversely affecting some or all Applicants or Members.
