1. 1. The licensee shall have a written policy regarding allowances.
2. 2. The licensee shall treat a child’s money as that child’s personal property.

3. 3. The licensee may limit the amount of money to which a child may have access when the limitations are:

   1. a. In the child’s best interest and explained in the child’s service plan; or
   2. b. In accordance with the facility’s program description.

4. 4. The licensee shall not deduct sums from a child’s allowance as restitution for damages caused by the child unless:

   1. a. The licensee has discussed restitution with the child; and

   2. b. The deduction is:

      1. i. Reasonable in amount,
      2. ii. Consistent with the child’s ability to pay,
      3. iii. In accordance with the licensee’s policy, and
      4. iv. Explained in the child’s service plan.
5. 5. The licensee shall maintain individual accounting records for the money of each child.

The licensee shall provide opportunities for children to develop a sense of the value of money through allowances, earnings, spending, giving, and saving. Any practices regarding children’s money shall comply with this Section.
