Ariz. Admin. Code § R6-5-3307
1. Subject to federal law, the Program shall permit a program-to-program transfer through which a Designated Beneficiary transfers the entire amount of an
Account from the AZ ABLE Program to or from a different state's ABLE
program, or for the transfer of an Account from a Designated Beneficiary to another Eligible Individual who is a member of the family of the former Designated Beneficiary, without any intervening distribution.
2. Subject to federal law, the Program shall permit rollovers through which a
contribution to an Account of a Designated Beneficiary (or an Eligible Individual who is a member of the family of the Designated Beneficiary) of all or a portion of the amount withdrawn from the Designated Beneficiary’s Account, provided the contribution is made within 60 days of the date of the withdrawal, and, in the case of a rollover to the Designated Beneficiary’s Account, no rollover has been made to another account established under an ABLE program within the prior 12 months.
